They introduced "end-game tags", which means if you form an end-game tag you can no longer form any other nation. It just seems like it cuts out on such a seemingly random day, where the death of Napoleon really heralds the end of an era. So now you can create Great Britain from Ireland, Russia from Commonwealth etc.
